Use this GST invoicing and e-way bill checklist to check invoice particulars, goods movement records and monthly return matching.

GST invoice essentials

A compliant GST invoice supports outward-supply reporting, recipient verification and accounting records. The precise particulars and timing depend on the nature of the supply and applicable rules. Check supplier and recipient GSTIN where relevant, invoice series and date, description, HSN/SAC, quantity or service description, taxable value, tax rate, CGST/SGST or IGST, place of supply when applicable and any applicable reverse-charge declaration.

Invoice review checklist

  1. Confirm customer and supplier master data before issuing invoices.
  2. Check whether the customer is registered, unregistered, an export customer or an SEZ unit.
  3. Confirm supply location and decide the tax type.
  4. Validate tax rate, HSN/SAC, discounts and credit/debit notes.
  5. Review whether e-invoicing applies to the taxpayer and transaction, based on the current threshold and exclusions.
  6. Where applicable, retain the IRN and signed QR-code details in the accounting system.
  7. Match invoiced goods with dispatch documentation and any required e-way bill.
  8. Reconcile the final invoice register with GSTR-1 and GSTR-3B.

When an e-way bill may be required

The GST portal’s taxpayer welcome kit explains that, generally, interstate movement of goods in a motorized conveyance with consignment value exceeding ₹50,000 requires an e-way bill, subject to specified exemptions and exceptions. State-specific and movement-specific requirements can also apply. The supply invoice and the e-way bill are separate records; an invoice does not automatically replace an e-way bill.

Dispatch process

  1. Identify the supplier, recipient and actual place of dispatch/delivery.
  2. Check the consignment value, goods category, movement and applicable exemptions.
  3. Generate the e-way bill through the authorized portal or integration when required, ensuring transaction and transport details agree.
  4. Provide the transporter with the e-way bill number and relevant documents.
  5. Update vehicle details where rules permit and maintain the movement trail.
  6. Document cancellations, rejected movements, returns and subsequent invoices consistently.

Bill-to / ship-to and e-invoice API changes

GSTN issued a June 2026 advisory on capturing Ship-to GSTIN (or URP for an unregistered consignee) in relevant e-invoice/e-way bill API flows. ERP and integration users should verify their mapping against the current GSTN schema before deploying changes.

Typical problems and controls

Wrong GSTIN, mismatched delivery state, duplicate document numbers, incorrect invoice-versus-dispatch values, missing vehicle updates, unsupported exemptions and mismatch between ERP and GST portal records deserve review. Maintain an exception register with responsible owner and closure evidence.

Practical invoice and e-way bill example

Example: Invoice TX-001 has taxable goods value ₹85,000 and an illustrative 18% rate, giving tax of ₹15,300. Check whether the goods movement requires an e-way bill under current rules, and compare its consignment value, destination, invoice details and transport records.   1. Inspect invoice GSTIN, date, taxable value and tax rate.
  2. Confirm e-invoicing applicability, place of supply and dispatch particulars.
